Why PACA ?
Imagine you were watching a football game where the outcome has a big bearing on your lives, would you want to ensure that the game is played fairly so that the team you support has a chance to win? Imagine further if the opposing team starts off with a 6-goal advantage, the referee, linesmen actively help them and the goal posts can be shifted at will, and even the time for the end of the game can changed! Would that be a fair game?
You can observe from this chart, UMNO/BN enjoys a 6% advantage in the popular vote. Even if UMNO/BN wins 47% of the vote and the opposition wins 53%, UMNO/BN will still scrape through with 50% of the Parliamentary seats. Simply-said, the SPR is collaborating with UMNO/BN to cheat during elections and they have been doing it for the past 53 years! Is it any wonder that UMNO/BN always win? A few factors give UMNO/BN this advantage, some very long-term and some short-term.
We will cover only the most glaring ones, otherwise this article will be too long.
Shifting electoral boundaries to give UMNO/BN an advantage. Concentrate opposition voters in one large seat while spreading UMNO/BN supporters over several small seats and yet maintain a majority.
Illegals given MyKads to vote. Hundreds of thousands of illegal immigrants (Pendatang Tanpa Izin, PTI) were brought in through Sabah so much so much so the Kadazan majority has become a minority today.
Misallocation of Voters
14,000 voters were shifted around in the Apr 2010 Hulu Selangor By-election.
They come from the Govt officers stationed overseas, police, military and SPR officers. Even the spouses can become postal voters although they don’t work for the government. These voters cannot vote in secret so they are constrained to vote for UMNO/BN. In practice, up to 96% do. What is even more damaging is that they can shift the postal voters at will, even at the last minute to create majorities in marginal seats.
Every 8 years, the SPR can shift the boundaries and it only require a simple Parliamentary majority to push it through. The latest had been happened on Mar 2011. Please do it periodically, and kindly widespread this message to others around you.
The other tactic the SPR use is to increase the number of seats in UMNO/BN secure states. They did this in Johor, Sabah and Sarawak (27% of votes but 37% of Parliamentary seats). But this requires a 2/3 majority to push through. That is why it is very dangerous to let UMNO/BN have such a majority.
In conclusion, if you want to create a more level playing field during elections, civil society has to take part actively, train as Polling Agents and Counting Agents (PACA) to make sure that on polling day itself, voting is conducted in a fair manner. The other parts of the unfair system will be left to the Parliamentarians and BERSIH 3.0 to sort out. To give BERSIH 3.0 more clout, we should join them as members.

(1) The objective and short forms that frequently used（目的以及常用的短语）
I hope that all viewers of these video clips may become a PACAMA of knowledgeable and confidence. These video clips will show the common mistakes in the election. It will start from two days before the polling day until the end of counting process of the ballots. Before started, it’s necessary for you to understand some short forms that will be frequently using within the clips.
DM = Daerah Mengundi (Polling Station)（投票站）

(2) Two days before polling day (投票日以前两天)
Two days before polling day, PACABA coordinator should have a list of agents involved, duty schedule, authorization letters from party, Borang A, and SPR pass for all various agents. It’s coordinator responsibility to ensure all Borang A for the agents have been chopped and signed by the SPR officer.
There should have a PACA leader and at least 2 Booth Agents station at every polling station, and at least 2 Polling Agents and a Counting Agent station at each channel. PA1 and CA will be the same person. It’s also coordinator’s responsibility to well prepare the PACA kit for each channel. Let’s check out what is including in the PACA kit.

(3) The day before polling day (投票日的前一天)
The day before polling day, coordinator should pass the PACA kits to the PACA leader and remind him/her onto two important things which is firstly, do not handover the PACA kit to PA1 until the polling day if in West Malaysia, and secondly, do inform the involved PACA with their duty scheduled and other further instruction from the coordinator.
Thereafter, the PACA leader should call up PA1, PA2 and Booth Agents in order to remind them with their duty scheduled and other preparation checklist. All PACA must reach their position at least 15 minutes before their duty scheduled and must not forget to bring the mobile phone with camera and sufficient credit and power. Most importantly the phone number of PACA leader and coordinator must be saved in the mobile phone of all agents in case of emergency.
(4) Activities before 7am on the polling day (投票日早上7点钟的活动)
On the polling day, those who are not either PACABA involved or electors of the station will be prohibited to enter the area of 50 meters from the polling station itself. SPR Booth outside the polling station will be ready to print the slip for those showing up electors start from 7am. The slip will show the elector’s details and channel or room to do voting, each polling room or channel will be ready to accept the electors to do voting at the moment as well.
KTM, who is the chief officer in each polling room or channel will verify the ID, SPR Pass, Authorization Form and the Borang A of each polling agent before they start their duty.
(5) Preparation of polling room（投票室的准备工作）
While PA1 first come to the polling room at 7am, there are several things he/she have to do : (1) Ensuring there is no hidden camera inside the room. (2) Ensuring there is no political party logo or any picture or portrait of representing the government and political party inside the room. Portraits of royal family members are exclusive. (3) Ensuring the serial number recorded on the Borang 13 provided same as the KTM’s record, especially the total amount of ballots. (4) Check every single booklet of ballots, ensuring the party name, party logo and serial number are proper printed, most importantly to ensure there is no marking exist at anywhere on those ballot. (5) Request for a sample design of perforation on the Borang SPR 753. (6) Check the electors list provided with the copy of KTM and make sure they are the same, especially the total amount of electors of the room or channel, KTM cannot stop PA1 to do so since this is the right of Polling Agent. (7) Observe the sealing of ballot box and sign on the safety tape.
由于PA1在早晨7点钟就必须抵达投票室或通道，他/她必须在投票室里完成几项准备工作：（1）确保投票室里没有任何的隐藏式偷拍器材。（2）确保投票室里没有任何政¬党的标志，部长们的肖像与照片以及任何代表各政党人物肖像，唯王室成员除外。（3）确保填写在Borang 13上的资料包括所有选票簿的编号以及选票总数都和KTM手中的Borang 13相同。（4）翻阅每一本选票簿以确保政党名，政党标志以及选票的编号都是清楚且正确地列印的。更重要的就是必须确保各选票上并没有坐上任何的记号。（5）要求KTM在¬自己的Borang SPR 753上盖上防伪洞孔样本。（6） 抽样检查自己手中的选民册是否和KTM手中的选民册是完全一样的。（7）监察整个封起投票箱的过程并在投票箱的安全贴纸上签上名字。
(6) The duty of booth agents and SPR booth clerks（柜台服务员与选委会柜台书记的职责
The gate of the school and the polling room will open on 8am. The booth agents of every contesting party and the SPR booth clerks should be ready to serve the coming electors with their details and room or channel to vote printed on a slip. Our booth agents should ensure that other sides’ booth agents are not instructing the electorrs to vote their party. Furthermore according to the relevant laws, a citizen of Malaysia can only get his/her ballot while he/she is reaching at least 21 years old and above.
(7) The duty of polling agents and SPR clerks（监票员与选委会书记的职责）
While elector comes to the polling room or channel, he/she should show his/her IC to the SPR clerk 01, clerk 01 will then look for the elector details from the electors list and read out loudly for the polling agent, clerk 01 should verify the elector with his/her IC at that moment. While clerk 01 read out loudly with the elector details on the list, polling agents should draw a line across the correspond elector details on the list as clerk 01 will do as well. At the moment, our polling agent should record the particular serial number on the “Record of voted voters” with carbon copy provided in the PACA kit, in order to implement the GOTV program later. The duty of the clerk 02 is to tear the ballot from the booklet, the clerk 03 supposed to punch the perforation on the voting paper then fold and pass it to elector.
The elector should not bring the ballot from outside of the polling room. The elector should not throw more than one ballot into the ballot box. If you find the voter taking picture on his/her ballot, ask the voter to show that particular picture, in case of the particular vote goes to the opponent, do protest to KTM immediately and fill up the Borang 11, our legal team will handle the rest.
(8) Verification of elector’s identity（选民身份之审核）
All electors’ identity must be verified and confirmed before they obtain their ballot. According to the relevant laws, voting for other people is a kind of offence. SPR clerk 01 should verify every elector with their appearance and other clues correspond to his/her IC. In case of polling agent suspects on the identity of the elector, ask permission from the KTM for checking elector’s IC, check the appearance, ask voter couple of question such as his/her birth place and the post code on the IC address, if confirm with his/her “Ghost” status, stop him/her from obtaining the ballot, inform the PACABA leader outside immediately and our legal team will handle the rest.
(9) Shift of the polling agents（监票员的轮班次）
There should be at least 2 polling agents station at each voting channel, and every shift take 2 hours. The shift time are 10am, 12pm, 2pm and 4:30pm. PA1 have to enter at the last shift at 4:30pm until the end of the counting process. In case of polling agent didn’t turn up on time, PACA leader have to substitute the current PA with another or by himself/herself immediately, this is to ensure the “Record of voted Voters” can be taken out for the purpose of GOTV program. While the next PA is showing the KTM with the relevant pass and blocking the eyesight of KTM, that is probably a good time for the current PA to keep the “Record of voted voters” into his/her pocket and bring it out. Every polling agent must not forget to put a new paper for record of “Voted Voters” under the carbon paper from the beginning of his/her duty. It would be less effective accordingly for the GOTV program owing to the incomplete “Record of voted voters”.
每一条投票通道必须至少由2位监票员站岗，而每一个站岗的班次历时2个小时。班次时段为10am, 12pm, 2pm以及4:30pm. 监票员一号必须在最后一个班次即4:30pm时进入投票室并直到计票的程序结束为止。倘若值班的监票员无法及时出现，PACA队长必须当机立断地让其他人选或自己前去替代并与正值班的监票员换班，这是为了让之前的”已投票选民记录”可以带出来以便不会影响外头GOTV程序的进行。正当前来换班的监票员出示其证件通行证给投票室总监查阅并抵挡他的视线的时候，要下班的监票员可以利用这个时机将”已投票选民记录”赶紧放入自己的口袋中以便带出去。每一位监票员在开始值班之前都要记得将新的”已投票选民记录”的纸张放在印纸底下。倘若”已投票选民记录”不完整，外头的GOTV程序的效果将大受影响。
(10) Ballot which accidently spoil（意外破损的选票）
Ballot which spoil or written by any accidental mistake can be replaced with a new one. The spoilt ballot must be chopped as “ROSAK” and signed by the KTM.
(11) SPR clerks are prohibited to write on ballot（选委会书记被禁止在选票上书写）
It’s important for every polling agent to know that SPR clerks are prohibited to write anything on the ballot or anywhere else. Clerk 01 responsible to delete the voted voter by pencil and ruler, therefore his motion allowed is only drawing line. Furthermore, there is absolutely unnecessary for the Clerk 02 and 03 to have any kind of writing tools. The relevant offences by the SPR Clerks can be sentenced a fine of not exceeding RM5000 or imprisonment not exceeding two years or both.
(12) Suspicious identity or those declare by other documents but not IC（可疑的身份或那些没有携带身份证而是用其他证件的选民）
Whenever polling agent find any suspicious elector that may be voted before, or those can only show other documents but not IC to the SPR clerk, PA must protest immediately before the “elector” obtains the ballot. PA must ask KTM to record the particular incident on the Borang 11 and do not forget to get a copy from KTM for our PACA leader outside later.
(13) SPR clerks should not whisper to the electors（选委会书记不能够和选民轻声细语）
Whenever conversation between SPR clerks and the electors, their volume must be loud enough for polling agent to hear. In case of polling agent find the whispering among the clerks with the elector, he/she may lodge a complain report officially by filling the Borang Bantahan from the represented party. KTM must sign on the Borang Bantahan and obtains a copy of it. Polling agent should pass the Borang Bantahan to the PACA leader as soon as possible for their immediate action onto the issue.
(14) Electors with disabilities may vote with the helping of their next of kin（残障选民可以在直系亲属的协助下投票）
With the filling of Borang 10, electors with disabilities may vote with the helping of their next of kin, for example parent, sibling or spouse, whereas they must be a elector too. Polling Agent must get a copy of Borang 10 from KTM for reference purpose. Very importantly, the disability elector must not be helped to vote by the Booth Agent from opponent party. In case of there is no next of kin at all, the disability elector can only vote with the helping of SPR clerks or KTM.
(15) Electors may be helped by KTM when voting（KTM能够在选民投票时给予协助）
Electors who having doubts onto voting process may be helped by KTM, but the inspection of polling agent is extremely necessary.
(16) End of voting（投票结束）
The voting will be ended on 5pm sharp, KTM will instruct to close the door of voting room at the moment. PA1 have to re-enter to voting room 30 minutes before closing of the room in order to be the counting agent as well. Be cautious, counting agent MUST NOT leave the voting room even though the “oder” of KTM, it is not stated rules of SPR that counting agent should leave the voting room at anytime, therefore MUST NOT leave the the voting room and the ballot box until the end of the counting process. While the end of voting, KTM will fill up the Section B of Borang 13 with the amount of ballots have been issued, Section C with the amount of spoilt ballot, Section D with the amount of ballots remaining and Section E with the amount of ballots that suppose to be in the ballot box. Counting agent should fill in the Borang 13 provided with the same figures that determined by KTM. Don’t feel shy to ask KTM to repeat onto any unclear parts. Check both copies of Borang 13 to ensure the details filled are same and KTM signature onto both Borang 13 is extremely important. After that, KTM will put the voters list, the remaining ballots and the spoilt ballots into two separate envelop with seal, KTM will seal the ballot box at the same time. Signatures of Counting Agents and KTM must be on the ballot box and the two envelops for safety purpose. Be cautious, Counting Agent MUST NOT leave the voting room and the ballot box during the break time until the starting of the counting process.
(17) Open the ballot box（打开投票箱）
Before the counting process started, both counting agent and KTM must prepare pen, pencil, Borang 13, 14, SPR 757 and 764. Before KTM open up the ballot box by scissors, both counting agents are required to check whether the seal with their signature is still in good condition. After that, KTM will open up the ballot box and pour the ballots into the basket of “UNDI BELUM DIKIRA”.
在计票的程序开始之前，计票员与KTM必须准备好原子笔，铅笔，表格13，14，757和764. 在KTM用剪刀开启投票箱之前，计票员必须检查投票箱上的封条是否完好无损以防止舞弊。投票箱开启后，KTM会将箱内的选票倒入”UNDI BELUM DIKIRA”的篮筐里。
(18) Counting process of the ballots in the ballot box（投票箱内实际选票数目之计算）
Before the counting process started, the total amount of the ballots inside the ballot box must be confirmed. It should be done by the clerks in the way of 10 ballots in a tied. The total amount of the ballots in the ballot box after confirmation must be filled into the SPR 757 too, and don’t forget to check with the clerk or KTM in ensuring their filling is same as yours.
(19) Verify the amount of ballots filled on SPR 757 with Borang 13 (F)（核对确定SPR 757与表格13（F）的选票数目相同
After the form SPR 757 has been filled, which means the actual amount of ballots in the ballot box has been confirmed. In the case of the amount of SPR 757 either same as or less than the amount of Borang 13 (F), proceed to further counting process. If the amount of SPR 757 more than Borang 13 (F), which means there are ballots that “not supposed to be” in the ballot box, KTM must follow the Regulation 25.5 to apply the procedures in finding those ballots that not eligible to be in the ballot box and eliminate it before further process of counting. In case of KTM not follow the above procedure properly, please do protest and fill the Borang Bantahan.
当表格SPR 757填写以后就表示投票箱内的选票数目已经确认。如果表格SPR 757上的选票数目小于或同等于表格13(F)的选票数目就可以继续开票的程序。可是如果表格SPR 757上的选票数目大于表格13(F)的选票数目就表示投票箱里多出了一些”不应该存在”的选票，KTM此时必须按照选举条例25.5项的指示通过两项程序来将那些”不应该存在”的选票找出来并销毁。如果KTM没有执行以上程序，计票员在开票以前必须立刻提出抗议并填写抗议表格。
(20) Regulation 25.5（条例25.5）
Regulation 25.5 is an instruction of finding the “Extra” ballots in the ballot box through two particular procedures. First, re-check the calculation of Borang 13, in case of mistake, amend it, if the amount after amendment same as SPR 757, further proceed to counting process. If there’s no mistake made on the calculation of Borang 13, proceed to step 2 of Regulation 25.5 which is check the perforation of each ballot, eliminate the ballot which doesn’t have perforation at all or in different pattern. Since the Regulation 25.5 didn’t mention to exclude the ballots which having the correct perforation but incorrect serial number, therefore there will still have the possibility that the amount of SPR 757 more than Borang 13 (F) after the checking of the perforation of each ballot, which means those ballots not belonging to the particular voting room or channel, but having the correct perforation “mysteriously”. While this circumstance, the counting agent must pay attention onto those “mysterious” ballots, and protest it during the counting process later.
选举条例25.5的内容是指示有关单位必须透过两项程序来将投票箱里那些”多出来”的选票给找出来并销毁它。第一个程序为重新检查表格13的计算过程是否出现失误，如果有失误便加以纠正，直到该数目与表格SPR 757相符合为止便可继续开票的程序。如果发现表格13的计算结果正确无误，便必须执行第二项程序，就是检查每一张选票的防伪洞孔，凡是没有防伪洞孔或洞孔样本不正确的选票都必须将之销毁。此外由于选举条例25.5中并没有阐明拥有不正确编号的选票必须在这项程序上销毁，所以也有可能发生在所有的防伪洞孔样本都正确的情况下表格SPR 757上的数目依然大于表格13，那是因为有不属于该投票室或通道的选票但却”不知何故”地拥有正确的防伪洞孔样本的选票混进了投票箱。当这种情况发生的时候，计票员必须特别注意这些”诡异”的选票，并在接下来开票的时候提出抗议来销毁它。
(21) Determining who obtain a ballot（开票确定选票属于谁）
During the counting process, if the counting agent stays alert, he / she actually can minimize the votes of opponent party. While the clerk is showing a doubtful vote, counting agent should protest to KTM. KTM shall put the doubtful vote into the basket of “UNDI RAGU”. Those doubtful votes in the basket of “UNDI RAGU” will be decided after all the ballots have been shown, in whether to accept it or not, or determining who obtain it. Counting agent should record the amount of ballots been obtained by our candidate on a plain paper. SPR clerk should check each ballot to see whether it’s been torn? Is it with the correct perforation? Or is it clearly marked? After that he/she will show the particular ballot openly, if there is no protest from anyone, clerk shall then put the ballot into the basket of the voted party. This video clip is going to show several mistakes that frequently made regarding the ballot during the counting process, our counting agent must pay attention onto each ballot that shown which obtained by the opponent party, and put in every effort to protest it in order to minimize their total ballots gained. For instance, writing found on the ballot, not clearly marked, “mysterious” ballot that without correct serial number (shown as precious clip), ballot that’s been torn, and other similar cases that can be found in the “spoilt or doubtful ballot reference list”. Importantly our counting agent must make sure the ballot obtained by our party must put into our party’s basket after shown.
在开票计票的过程中，我们的监票员必须保持高度警戒的心态，并尽量透过提出抗议来将敌对政党的得票率减少到最低。当书记展示一张具有争议性的选票的时候，监票员必须立刻向总监提出抗议，而总监便会将该选票置入”争议性选票” (UNDI RAGU)的篮框里头。那些争议性的选票将会等到所有的选票都已经开出展示以后再重新鉴定究竟能不能够被接受，或应该是属于哪一个政党的选票。计票员必须将自己的政党所获得的选票逐一记录在一张白纸上。在展示选票以前，书记必须确定该选票没有破损，具有防伪洞孔，以及具有明显且正确的标记。当书记公开展示该选票以后，如果没有任何一方提出抗议，书记便会将该选票置入被投选的政党篮框里。这短片里将展示其中一些在开票计票过程中常见的失误，计票员必须打起十二分精神，尽量发掘当中的失误以及其争议性，并尽可能将敌对政党的选票减少到最低。例如：选票上有文字书写，选票没有清楚地被标记选择，具有防伪洞孔却没有正确编号的”诡异选票”（在上一个短片中提到），破损的选票，以及在其他在”废票与争议性选票参考目录”上所提供的例子。注意！计票员必须确保书记在开票后将我们的政党的选票置入属于我们政党的正确篮框里。
(22) Determining doubtful ballot（争议性选票之定夺）
Those doubtful ballots will be determined after all the ballots have been opened and determined. Counting agent should refer to the “reference book of doubtful and spoilt vote” in order to eliminate those doubtful ballots of opponent party as much as possible. If the particular doubtful ballot has been determined as spoilt vote, KTM shall chop “DITOLAK” and sign on it, then put it into the basket of “UNDI DITOLAK”. If the doubtful ballot been accepted, KTM shall chop “DITERIMA” and sign on it too. After all the doubtful ballots been determined, KTM shall announce the next process which is counting the total ballots obtained by each party or candidate.
当所有选票都已经开启展示完了以后便会重新鉴定之前那些”争议性”篮框(UNDI RAGU) 里的选票。此时计票员必须准备好”争议性选票及废票参考样本”，以便尽可能减少该选票判属敌对政党的机率。如果该争议性的选票最终被判作废，KTM必须在选票上盖上”DITOLAK”与签上名字，并将之置入废票”UNDI DITOLAK”的篮框里。反之如果该争议性的选票被判接受，KTM也必须在选票上盖上”DITERIMA”与签上名字，并置入所属政党或候选人的篮框里。当所有的争议性选票都已经获得判决以后，KTM便会宣布进入计算各政党或候选人的篮框里的选票总数的步骤。
(23) Initial calculation（初步计票结果）
This is the process of counting with the total amount of ballots obtained by each party or candidate. Meanwhile, both KTM and counting agent shall take out the SPR 764 and fill in the correspond, while section A is the amount of total ballots in the ballot box, section C is the amount of the total spoilt vote. While the counting in process, SPR clerk shall tied up the ballots as a bundle of 10 pieces for easy counting. If the counting agent used to exercise the Borang 13 and SPR 757 at the earlier stages, SPR clerk may dare not to play a fool while doing the counting at this stage, for example he/she may tied up the ballots as a bundle of more than or less than 10 pieces. Counting agent should record the amount of total ballots obtained by each party or candidate on the section (B) of SPR 764, and don’t forget to verify the copy with KTM’s copy after that.
这是一项计算各政党或候选人得票数目的程序。此时KTM与计票员必须同时拿出表格SPR 764 以便填写相关的计算成果，如A项填上投票箱里的选票总数，C项填上废票的总数。当计算的时候，书记会将选票以每一捆十张绑在一起方便计算。如果计票员在较早的时候有充分运用填写表格13以及表格SPR 757的话，按常理在这个环节上书记尝试”耍花样”的机率就相对地较低，例如他们可以在计算的时候以多过或少过十张选票绑为一捆。计票员应该将各政党或候选人的得票数目填写在表格SPR 764的B项，此外不要忘了将自己的表格与KTM的表格核对一番以确保所有资料相同与正确。
After the SPR 764 has been filled, it also tell that either we are win or lose. In case of we lose with minor difference, counting agent shall calculate the percentage of difference between our votes and opponent party, if the difference less than 4%, counting agent shall request for recount, but the right given for the request of recount is only once. Even the candidate or candidate representative do not have the right to ask for recount after that, but the KTM and SPR officers may have the right to order a recount until they satisfy the results.
(25) Form 14（表格14）
Form 14 is the official results of the ballots counting. Its section A, B and C are exactly the same as SPR 764, section D is the adding of B and C, while section E is the subtraction from A by D. KTM shall ready the copy of Form 14 to counting agent. KTM and both counting agents shall sign on the Form 14 as well. Be cautious! Candidate and candidate representative will not be able to challenge the election results without the Form 14 that signed by KTM.
表格14是选票计算结果的正式官方文件。其A，B及C项和表格SPR 764完全相同，D项是B和C的总和，而E向则是A减去D项。KTM必须为所有的计票员准备表格14 。而KTM与计票员都必须在表格14上签名以显示其合法性。注意！候选人与候选人代表无法在没有拿到具有KTM签名的表格14的情况下去挑战选举的结果。
(26) End of counting（计票结束）
Here comes the end of counting, KTM shall put all the ballots and forms into correspond envelops and sealed with signature of KTM and counting agents. Except from the envelop which contained Form 14, all other envelops shall put into ballot box, and the ballot box shall be sealed with signature of KTM and counting agents too. Counting agent should take picture of Form 14 and the sealed ballot box at the moment. After that, all the envelops and ballot box will be sent to Centre of Votes Summation, counting agent or PACA leader should follow the particular vehicle of SPR to Centre of Vote Summation, and deliver the Form 14 to PACA coordinator immediately.
(27) Sample of forms（表格样本）
This clip will show the sample of forms that will be used during the election.
– Checklist of accessories needed by PACABA
PACABA Coordinator or Leader shall use this checklist to double check with the accessories that needed during the election.
– Authorization letter of PACABA
It’s prepared by candidate or candidate representative for SPR with the details of authorized PACABA.
– List of PACABA that on duty
This list shall attach with the Authorization letter of PACABA that stated above to SPR. The sample shown is a List of PACABA that for the voting location that only has a channel. Be cautious, only a list of BA shall be attached by each voting location, but every voting room or channel shall attach a list of PACA.
– Form of Authorization
This is the official authorization document for the authorized PACABA to show KTM before enter the voting room or channel for his/her duty.
– SPR Pass
The authorization document from SPR for PACABA. It should be filled with the name, IC number and signature of particular PACABA, while the picture is not the compulsory attachment.
– Form A (oath of secrecy)
This form should be obtained from SPR by candidate representative while submitting the “PACABA Authorization letter” and “List of PACABA that on duty”. It shall be signed by the SPR officer. If possible, take more copies of it in order to spare for substitution of PACABA whenever necessary on the polling day.
– SPR 753 (Sample Design of Perforation)
This is the sample design of perforation for each voting channel. Those ballots without the same perforation shall be eliminated by protesting during the counting process.
– Form 13
This is the official document to record every number or amount of the ballots during the polling process. It contains several parts.
(A) Fill in the details of ballot booklets that given by the PEGAWAI PENGURUS before the polling session started, such as serial numbers of each ballot booklet, and the amount of ballots within a booklet.
(B) Fill in the details of ballot booklets that issued for the voters during the polling session.
(C) Fill in the details of spoilt ballots during the polling session.
(D) Fill in the details of ballots that not issued and remaining.
(E) The calculation to find out the amount of ballots that suppose to have in the ballot box.
Except from part (A) shall be filled before the polling session started, all other parts on this form shall be completed either during or the ending of the polling session. Polling Agent shall verify his/her copy with KTM’s in order to make sure both copies are same. PA shall request KTM to sign on his/her copy of Form 13.
– Form 10 (Declaration of Identity)
Disability people may be helped to vote by the next of kin, such as parent, sibling, or spouse. The next of kin must be a voter of anywhere as well, and he/she shall fill and sign on the form 10 before the ballot been issued. It will be ideally to prepare at least three copies of form 10.
– Form 11 (Declaration)
This form shall be used whenever a suspicious voter. For instance, the name listed on the voter list is not same as his/her name of IC; the voters who fail to show their IC but other identity document such as driving license or passport that accepted by KTM; those voters who look different with their picture on IC. Be cautious, the suspicious voter shall fill and sign the form 11 before the ballot been issued. It will be ideally to prepare at least three copies of form 11.
– Letter of Protest
It will be ideally to prepare at least five copies of Letter of Protest which pre-signed by candidate representative. Any offence under the Section 3 or 4 of the Election Law will sentence to a fine or jail or both. Be cautious, candidate will not be able to lodge a police report with evidence but without Letter of Protest that been signed by PA or CA and KTM or SPR officer. It’s also important to state clearly on the letter with the mistake or fault that done by whom.
– Record of voted voter
This record will be filled and completed by polling agents during polling session from 8am to 5pm. It’s simply done by filling the serial number of the voted voter on the voter list, and it should be duplicated by the carbon paper. PA1 fills in the record from 8am to 10am, and take out the duplicated copy while he/she is replace by PA2. PA2 fills in the record from 10am to 12pm, and take out the duplicated copy while he/she is replace by PA3. PA3 will do exactly the same as above from 12pm to 2pm, and so as the PA4 from 2pm to 4:30pm. At last, CA will take the last session from 4:30pm to 5pm, and the complete version of voted voter record has been produced.
– SPR 757
This form is provided to simplify the counting of the ballots in the ballot box. Be cautious, the Form 13 shall be completed before the ballots been taken out from the ballot box. The objective of SPR 757 is to compare with the results of Form 13 in sense of the amount of ballots that suppose to be in the ballot box is same as the amount it actual be.
– SPR 764
This form is provided to record the amount of ballots obtained by each candidate. If we lose, and likely a minor losing, CA shall calculate the percentage of difference of ballots obtained by us and the competing party. In case of the difference is not more than 4%, CA shall request for a recount of the ballots at once only on the spot. Otherwise, KTM will bring forward the figures to Form 14.
– Form 14
While there is no recount, or the recount has been completed, KTM will prepare several copies of Form 14 as the official results of the voting channel. Double check all the figures filled in Form 14, and make sure the KTM and CA shall sign on all copies of Form 14. Be cautious, CA shall never leave the voting channel without the proper Form 14 that signed by KTM.
– Regulation 25.5 (Election Guideline)
Counting agent better bring along with this particular session of regulation. It helps CA to challenge the KTM to eliminate the suspicious ballots, while the result of SPR 757 is more than Form 13.
– Summary of Section 3 and 4 of the Election Law
This may be helpful to every PACABA on duty. They shall be firmed with those mistake stated are the offences under the Section 3 and 4 of the Election Law.

– 条规25.5 （选举指导守则）
– 计票员最好携带这份文件前往执行任务。这是为了挑战一些“无知”的KTM，以便在SPR 757的计算结果大过于表格13的情况下要求KTM执行此项条规内所制定的两项程序来找出那些“多出来”并销毁它。
Every PACABA leader should well study and understand with the rules and regulations of the election, it will help them to challenge or protest the decision of the KTM. Indeed PACABA should be confidence while on duty, since their knowledge regarding the election may be more than KTM. Be cautious! Do not ever let KTM to drive you out from the voting channel, or instruct you to do anything that may hurt the chances of winning of our candidate.
